Abstract: This dissertation investigates the constitution of Black Comicality within the Brazilian&#xD;
context, framing it as a constellation of scenic, political, affective, and spiritual&#xD;
performances emerging from the historical, social, and aesthetic experiences of Black&#xD;
populations. From an Afro-referenced perspective, the research demonstrates that Black&#xD;
Comicality transcends mere humorous language grounded in Eurocentric laughter;&#xD;
instead, it constitutes a field of knowledge articulating memory, ancestry, corporeality,&#xD;
and resistance. The investigation is anchored in the philosophy of ancestrality, NagôYoruba epistemologies, and the contributions of Black thinkers, masters, and artists. It&#xD;
further analyzes the author’s own comical figure, Glória, in dialogue with Mateus from&#xD;
Cavalo Marinho and Reisado Congo traditions, as well as the knowledge embedded in&#xD;
Afro-Brazilian cultural expressions and Indigenous epistemologies. Methodologically,&#xD;
the study is organized around escrevivências, drawing from field observations, records&#xD;
of festivities, and interviews with artists deeply connected to Black cultures and&#xD;
practices of joy. The research examines how gestures, chants, laughter, masks, and&#xD;
collective narratives configure specific modes of producing social critique and&#xD;
challenging stereotypes. By mapping these elements, the study demonstrates that&#xD;
Terreiros do Riso operate through joy as an ethical grounding, activating communal&#xD;
memories and affirming an ethics of non-forgetting. Additionally, this research&#xD;
introduces the term Artist of Laughter to designate practitioners whose work is rooted in&#xD;
the principles of Black Comicality. The dissertation concludes that Black Comicality&#xD;
establishes an aesthetic-political field that reaffirms the creative power of Black&#xD;
populations and their sovereign ways of shaping the world.

Abstract: This research analyzes, from a critical and decolonial perspective, the role of digital investigative &#xD;
journalism in the construction of a radical and participatory democracy in South America, with &#xD;
broader implications for the entire Global South. It is based on the understanding that colonization &#xD;
imposed institutional and epistemological models on invaded countries that were alien to their own &#xD;
realities. However, the advancement of digital technologies enables the emergence of tools and &#xD;
institutions capable of confronting this colonial legacy, fostering new possibilities for civic oversight &#xD;
of the state, led by activist collectives and independent media outlets. &#xD;
Throughout the study, it is argued that the classical tension between regulation and emancipation &#xD;
can be redefined within the context of the networked society. Regulation, traditionally monopolized &#xD;
by the state, also becomes an instrument exercised by civil society, expanding mechanisms for &#xD;
monitoring public administration and reinforcing democratic practices. To support its arguments, the &#xD;
research analyzes the production of the Centro de Jornalismo Investigativo Agência Pública, &#xD;
founded in 2011 in Brazil by women journalists. This non-profit organization employs methodologies &#xD;
based on open data, in-depth investigations, and the collaborative dissemination of content through &#xD;
Creative Commons licenses. Its model broadens the reach and impact of investigative reporting, &#xD;
strengthening collaborative networks and fostering accountability practices. &#xD;
The study concludes that, by critically appropriating contemporary technologies, countries of the &#xD;
Global South can promote a decolonial turn, grounded in the valorization of their historical and &#xD;
cultural specificities, forging a transparent state that is responsive to popular demands. In this &#xD;
context, digital investigative journalism emerges as a fundamental instrument of public mediation, &#xD;
enhancing citizen participation and contributing to the formation of a decolonial state committed to &#xD;
expanding radical and participatory democracy.

Abstract: This research investigates how digital culture on Instagram influences the identity of young family farmers in the Recôncavo of Bahia region. The theories and concepts discussed in the study explore the intersection between identity, digital culture, and young family farmers, highlighting how identity formation processes are influenced by social, cultural, and economic factors. The research also addresses how new technologies and digital platforms are redefining identity dynamics among young farmers. Conducted with young people aged 20 to 29 from the Identity Territory of Recôncavo of Bahia, the research identified active profiles on Instagram, mapping and categorizing the identities represented. The interviews revealed that young people often hide their farmer identity, prioritizing "instagrammable" activities such as leisure, academic life, and urban-related activities. The initial hypothesis was that digital cultures with an urban bias would contribute to a negative perception of family farming. The research reveals fragmented identities, shaped by field experiences and digital influences. Despite the importance of family farming, many young people feel uncomfortable exposing this identity on Instagram.

Abstract: The new cultural laws, such as Aldir Blanc, Paulo Gustavo, and Aldir Blanc 2, arising from a simultaneous context of pandemic, demobilization of public policies, and cultural war, enabled an unprecedented allocation of resources for direct cultural promotion and demanded a collective effort to interpret and simplify the promotion mechanisms, aiming at speed and democratization of access to resources. Based on these normative and political experiences, this research aims to analyze the legislation and its mechanisms for direct cultural promotion, positioning them as instruments of public policies, seeking to highlight possibilities and strategies for “desburocratização” (here called vectors) and their impacts concerning the democratization of access to public resources and the consolidation of cultural democracy. "Burocratização" is characterized as a dysfunction of bureaucracy, designating the exacerbation of its typical characteristics to the point of subverting its technical purposes, becoming inefficient and hindering the full exercise of cultural rights. The research starts with an investigation into the notions of citizenship, democracy, and cultural rights, and their articulation with public policies for cultural promotion. It then addresses state bureaucracy, from the first systematized incidences by Weber to current reflections on bureaucratic obstacles in the cultural sector. This is followed by a brief history of cultural legislation prior to 2020 and a detailed analysis of the emergency and emerging cultural laws, including the innovations of the Regulatory Framework for Cultural Promotion. Finally, the assumptions, instruments, and the new legal regime for cultural promotion are systematized, which, together with the vectors of “desburocratização” and democratization consolidated in the legislation, constitute the new paradigm of cultural promotion.
