Jovens pesquisadores, primeiros projetos: desafios da avaliação de políticas públicas

Abstract

The research, qualitative document analysis type, aims to evaluate the processes involved in the flow of the Program First Projects (PPP) in order to verify whether they allow achieving the program results. It begins with an analysis of the design of public policies, in particular, the scientific, technological and innovation policy in Brazil since 50 years. Within this context, the object of this research is inserted: the PPP. Then, a review about the literature on evaluation of policies, programs and projects in the public sector is taken. Concepts and models of evaluation are analyzed. From the theoretical framework defined in the research, it was constructed a process evaluation of the program which implied in a detailed analysis of the documents involved in the existing processes of monitoring and evaluation of the program. The research revealed obstacles and barriers in the flow of these processes, and proposed, from this finding, changes. This implies new instruments proposed from the research main source of data: the final reports. The use of this instrument as a source of information for evaluative purposes has been discussed internationally. It is important here to highlight the experience of social residence that occurred in the Science and Technology Foundation in Portugal, when there were opportunities to exchange information about evaluation initiatives in science, technology and innovation in the European Union. In the closing remarks of the research, a reflection on its contributions is made, as well as, recommendations for the practice of institutional evaluation.
